Health Information Technology for Economic and Clinical Health

On Feb. 17, 2009, President Barack Obama signed into law the “American Recovery and Reinvestment Act” (ARRA), commonly known as the Federal Stimulus Package. That legislation, passed in the wake of a historic economic downturn, calls for approximately $790 billion in federal spending and tax cuts over 27 months that are meant to stimulate the American economy.

Included in that package is approximately $19 billion for the “HITECH” initiative – Health Information Technology for Economic and Clinical Health. The purpose of the initiative  is to develop a national framework of Health Information Technology and Exchange (HIT and HIE) and to assist states in adapting to the new framework. Approximately $2 billion of the HITECH funds will be distributed to states in the form of competitive grants.

HIT and HIE have been a consistent focus of KHPA’s health reform efforts. They are also central components of the “medical home” model of health care delivery that KHPA is working to implement throughout the Kansas Medicaid program and State Employee Benefits Plan.

KHPA will be the lead agency in charge of coordinating state efforts to secure HITECH funding for Kansas. To facilitate that process, KHPA will be working with stakeholder groups and other interested parties to help set priorities and develop specific proposals for the implementation of HITECH.
